UTC amends rules to govern telecommunications service (line) extensions.

The Commission has amended and adopted permanently WAC 480-120-071, Extension of service, relating to requirements for extension of service to customers within a company's service territory, and WAC 480-120-103, Application of service, relating to requirements the applicant and the company must meet for a service application. Specifically, the rules are amended to allow an applicant an extension of up to 1000 feet at no charge and require the applicant to bear the cost of extending plant beyond 1000 feet, and eliminate the terminating access charge method of cost recovery for future extensions.

The rules filed on September 3, 2008, will go into effect on October 4, 2008.

The Commission filed a Correction Order with the Code Reviser on September 30, 2008, to add the effective date to subsections (8)(a) and (b) of WAC 480-120-071 that was erroneously omitted in the rule submitted for adoption. The effective date of the correction to subsections (8)(a) and (b) of WAC 480-120-071 filed on September 30 will go into effect on October 31, 2008.
