Broadband Study

    The Utilities and Transportation Commission (UTC) is concluding its study of broadband technologies in Washington, and is scheduled to report the results of the study to the Legislature in July 2008.

    We have been fortunate to receive extensive experience and insight from the public, private and non-profit sectors. We appreciate the efforts of the many people who have commented, contact us, or follow the progress of the project.

    We have been using the commission's regular docket system to track this project; for more and updated information please refer to docket 070986, or follow the Documents and Schedule links at the bottom of this page.


    Conclusion and Presentation of the Study

    CBG will present the copleted study and report to the Broadband Working Group created in the 2008 legislative session, at its first meeting - July 9, 2008. The Working Group's meetings will be hosted by the Department of Information Services.

    An electronic copy of the report and all attachments will be posted prior to the meeting.

    Department of Information Services (DIS) to invite interested parties to participate in the development of a high-speed internet deployment and adoption strategy. While DIS is identifying the representatives that will invited to participate in the work group, we want to ensure that interested parties are informed of the meeting schedule. These meetings will be held in Olympia at the dates and location noted below.

    CBG Communications selected to conduct broadband study

    CBG Communications, Inc., a Pennsylvania - based company has been selected to prepare a report identifying factors preventing the widespread availability and use of broadband technologies in five Washington counties: Columbia, Ferry, Grays Harbor, Lewis and Stevens. Results from the report are due to the Legislature by June 30.

    CBG will design and conduct a statistically valid survey collecting and interpreting reliable geographic, demographic, cultural, and telecommunication technology information to identify disparities in broadband access and use.

    CBG has previously completed similar work for the Rainier Communications Commission in Pierce County, Marin County California, and the Valley Cities Broadband Group: Auburn, Fife, Kent, Pacific, Renton, Sumner, and Tukwila.

    The UTC received five strong, responsive proposals in answer to the RFP. We would like to thank everyone who contributed to the preparation and evaluation of these professional efforts, and look forward to beginning work on the study.


    Evaluation Process: Notice sent to bidders January 29, 2008

    Bidders have been notified that the Commission intends to hold oral interviews during the week of February 4-8 as allowed in the RFP to address certain questions regarding proposals.



    Proposals received; evaluation in process

    The UTC has received multiple proposals for the study. An Apparently Successful Bidder is scheduled to be announced on February 15, 2008.



    Proposals Due January 22, 2008
    Since the announced due date of January 21, 2008 is a national holiday, the Commission will accept proposals received on or before January 22, 2008.

    Announcement: Request for Proposals released November 30, 2007
    The Commission requests proposals for the collection and interpretation of reliable geographic, demographic, cultural, and telecommunications technology information to identify broadband disparities in the state.

    Based on our consultations with stakeholders, including the workshop on September 7, 2007 we have targeted the study on five counties. The UTC plans to report to the legislature in July, 2008 based in large part upon the results of the work done under this RFP.

    The RFP will be distributed to everyone who has signed up as an interested party for this docket.
