Welcome to the Washington Utilities and Transportation Commission’s (UTC) Records Center Web Portal electronic-filing system.

The Portal allows regulated companies and/or their representatives to file new tariffs, time schedules, price lists and contracts electronically. Additional information about submitting these types of documents electronically is available at the bottom of this page.

Submitters of e-filed tariffs are required to preregister, as outlined in the informational brochures. Also, all e-filed documents must be in compliance with the appropriate WAC’s and RCW’s. It is not necessary to follow up with a paper copy of these documents after submitting them via the Portal.

The Portal DOES NOT PERMIT the submission of documents in ongoing UTC adjudicative dockets without the prior approval, for each document, of the presiding administrative law judge. See WAC 480-07 for rules governing filing requirements. Documents submitted via the Records Center Web Portal are considered courtesy copies and not officially filed with the commission until the Records Center receives a signed original.
