2007 UNIFIED CARRIER REGISTRATION NOW IN EFFECT
| The Unified Carrier Registration (UCR) program is a federally-mandated, state-administered program that went into effect September 10, 2007. All interstate carriers must register in this program. |
REGISTRATION
Carriers must register by November 14, 2007, to operate in interstate commerce. Enforcement will begin on November 15, 2007. |

BACKGROUND
In 2006, Congress passed a law creating the UCR program. UCR was scheduled to replace the Single State Registration (SSRS) program on January 1, 2007. However, the US Department of Transportation only recently established the regulations necessary to implement the program.
UCR is similar to SSRS because it is a Base-State system. This means the carrier pays UCR fees through its base state on behalf of all participating states. (For information on participating states, see https://www.ucr.in.gov/).
UCR requires individuals and companies that operate commercial motor vehicles in interstate or international commerce, or individuals or companies that make the arrangements for the transportation of cargo and goods, to register their businesses and pay an annual fee based on the size of their fleet.
A “Commercial Motor Vehicle” is defined as a self-propelled or towed vehicle used on the highways in commerce principally to transport passengers or cargo, if the vehicle:
- Has a gross vehicle weight of 10,001 pounds or more.
- Is designed to transport 11 or more passengers (including the driver)
OR
- Is used in transporting hazardous materials in a quantity requiring placarding.
