Adds Rule 12 to Schedule 83, Electricity Conservation Service, Tariff WN U-60, clarifying that conservation funding of $100 or greater provided to a customer must be pro-rated over the life of the conservation measure and repaid to the company if a customer chooses to receive all or a portion of their energy from another party before the measure life has ended. It also establishes optional re-payment programs and applies interest to the balance owed. This applies only to large conservation projects for commercial, industrial and multi-family customers eligible for conservation programs under Schedules 217, 218, 250, 251, 253, 258, and 261 who have elected to enter grant agreements that call for repayments if they are no longer energy customers of the company. The 2012 conservation budget for these customers exceeds $36 million which is 38 percent of the overall electric conservation budget.
