    Salary Range: Up to $ 72,000 a year, depending on qualifications,

    The Washington Utilities and Transportation Commission (UTC) is seeking an experienced and energetic person for our Pipeline Safety Section to lead policy initiatives and public outreach.

    JOB PROFILE
    The Policy and Public Outreach Coordinator leads policy initiatives that will make the pipeline safety program more effective, as well as, more accessible and understandable to the public.

    The current focus for this position is developing a program to promote underground facility damage prevention consistent with federal requirements, and to create outreach and education programs regarding damage prevention. The coordinator will need to work in close consultation with key stakeholders, including local governments, one-call centers, excavators, state agencies, underground facility owners, utility coordinating councils and other damage prevention stakeholders.

    The coordinator also: leads or participates in inter-agency projects and represents the UTC to other governmental agencies, local governments and external organizations; analyzes state and federal legislation as well as rule proposals by the Pipeline and Hazardous Materials Safety Administration for impact on the program; and provides policy advice to the program director.

    PIPELINE SAFETY PROGRAM
    The UTC’s pipeline program works in partnership with federal, state and local governments, pipeline operators and interested organizations to ensure public safety measures are in place for hazardous liquids and natural gas pipelines in Washington State. The commission oversees the operations of 22 pipeline companies operating more than 21,000 miles of pipe. The UTC inspects both intrastate and interstate pipelines.

    AGENCY OVERVIEW
    The Washington State Utilities and transportation Commission (UTC) enforces pipeline, railroad, and motor carrier safety standards and also regulates the rates, services and practices of privately-owned utilities and transportation companies, including electric, natural gas, telecommunications, water and solid waste collection companies, private commercial ferries, buses and household goods movers.

    The mission of the UTC is to protect consumers by ensuring fairly priced, available, reliable and safe utility and transportation services.

    QUALIFICATIONS – The UTC is most interested in candidates who have the following:

    • Bachelor degree in business administration, public administration, engineering or a related field and four years of progressive experience in business regulation or related field. Or, comparable education and/or experience.
    • Strong communications skills, including the ability to write clearly, plainly and succinctly and experience making public presentations.
    • Public policy development experience such as drafting or analyzing proposed legislation or regulations.
    • Experience with government public safety regulation with emphasis on damage prevention best practices and the state’s dig law, RCW 19.122.
    • Experience representing your employer with government agencies, businesses, advisory committees, community organizations and other stakeholders.
    • Ability to quickly develop an understanding of complex technical requirements and to translate this understanding into useful information for a non-technical audience.
    • Experience developing communications strategies, drafting press releases and communicating with the media.
    • Experience in pipeline safety management or a related public safety function.
    • Ability to direct and integrate all aspects of a project, ensuring that work progresses toward achieving goals and objectives.
    • Demonstration of agency core competencies of Customer Focus, Trust and Integrity, Relationship Building and Teamwork, and Achieving Results and Professional Expertise.
      Note: The UTC may give preference to candidates with experience in pipeline safety management.
