The UTC Pipeline Safety Division began in 1955 inspecting natural gas systems operating within the state of Washington.
By 1996, the UTC gained authority to inspect intrastate (operating within) hazardous liquid pipelines.
In 2000, the program was expanded to include inspections of all interstate pipelines.
In total, the program is responsible for monitoring safety compliance of over 21,000 miles of pipeline operated by 27 pipeline companies.
From siting to operation, pipelines are regulated by a number of federal, state and local authorities.
New state law combines pipeline safety regulation into one Chapter of the Revisde Code of Washington -- RCW 81.88
