Regulated Industries > Telecommunications > Access Charges - Intrastate issues Access Charges in the intrastate jurisdiction began as a result of the divestiture of the Bell Operating Companies (BOC’s). The commission in Cause U-85-23, et al., established intrastate access charges as a nondiscriminatory way to originate and terminate toll (long distance) traffic within the state of Washington. The rules and procedures governing intrastate access charges have evolved over time (similar to interstate access charges).
