Avista requests rate increase for electric and gas service.

On November 5, 2007, the commission received a joint Settlement Stipulation by all parties that would resolve all contested issues, if approved. The commission has suspended the procedural schedule in this proceeding and has set a hearing for Nov. 19, 2007, at 2:00 p.m. Docket 070804, see "Documents" at the bottom of this page for more information.)

Background:
On April 26, 2007, Avista Corporation, d/b/a Avista Utilities filed a tariff with the commission to increase rates and charges for its electric service and natural gas service to customers in Washington. The company requests an electric rate increase (Docket UE-070804) of $51.1 million, or 10.2 percent, and a gas rate increase (Docket UG-070805) of $4.5 million, or 2.3 percent. The commission suspended the operation of the tariffs and consolidated the dockets by Order 01 entered on May 3, 2007.

Avista filed with the commission a petition seeking an Accounting Order (Docket U-070311) on Feb. 14, 2007, requesting retroactive approval to account for certain debt repurchase costs in a manner that deviated from the commission's rules. On April 11, 2007, the commission entered an order setting the matter for hearing at a date to be determined by further order. On May 3, 2007, the commission issued a notice of prehearing conference in Dockets UE-070804 and UG-070805, and Order 02 consolidating Docket U-070311 with Dockets UE-070804 and UG-070805 for hearing and determination pursuant to WAC 480-07-320.
