Job Title: Director, Pipeline Safety

Type of Position: Full-Time, Permanent
    Salary Range: Up to $ 91,728 a year, depending on qualifications,
      and a full benefits package.

    JOB PROFILE
    The director leads a comprehensive interstate and intrastate pipeline safety program (natural gas and hazardous liquid pipelines) that enhances the public safety through compliance inspections, technical assistance to local governments and pipeline operators, public education, and enforcement. Works to ensure that pipeline companies conduct their operations in a manner that is consistent with federal and state law and rules, commission orders and recognized industry practices. Coordinates pipeline issues among state government agencies. Advises the Commissioners and senior managers regarding pipeline safety related issues and policies. Represents the state of Washington and the commission before national boards, federal Pipeline and Hazardous Materials Safety Administration and the media. Provides testimony as needed. Provides leadership to the pipeline safety section. In carrying out these responsibilities, the director works closely with local governments, pipeline operators, business and community organizations, the Washington Citizens Committee on Pipeline Safety and other pipeline safety programs in other states.

    PIPELINE SAFETY PROGRAM
    The UTC’s pipeline program works in partnership with federal, state and local governments, pipeline operators and interested organizations to ensure public safety measures are in place for hazardous liquids and natural gas pipelines in Washington State. The commission oversees the operations of 22 pipeline companies operating more than 21,000 miles of pipe. The UTC inspects both intrastate and interstate pipelines.

    AGENCY OVERVIEW
    The Washington State Utilities and transportation Commission (UTC) enforces pipeline and railroad safety standards and also regulates the rates, services and practices of privately-owned utilities and transportation companies, including electric, natural gas, telecommunications, water and solid waste collection companies, private commercial ferries, buses and household goods movers.

    The mission of the UTC is to protect consumers by ensuring fairly priced, available, reliable and safe utility and transportation services.

    QUALIFICATIONS – The UTC is most interested in candidates who have the following:
    § Strong management experience and demonstrated leadership ability.
    § Experience representing your employer with government agencies, businesses, advisory committees, community organizations and other stakeholders.
    § Public agency policy development experience.
    § Strong conflict resolution skills and a demonstrated ability to build consensus among parties with differing interests.
    § Excellent oral and written communications skills.
    § Experience with government safety regulation and knowledge of current pipeline safety issues.
    § A Bachelor degree in engineering, business administration, public administration, economics or related field.


      Note: The UTC may give preference to candidates with experience in engineering, safety regulation or pipeline safety management.

      Conflict of Interest: RCW 80.01.020 limits UTC’s ability to employ any person who owns stock in any company the UTC regulates or is otherwise financially interested in such company. Such interests include those of an employee’s spouse.
