Qwest PID/PAP modification proceeding

Qwest and some CLECs propose changes to Performance plan
The Commission has opened a six-month review to consider a joint proposal by Qwest and some CLECs to modify the QPAP, Qwest's Performance Assurance Plan, which provides quality of service measures and incentives for interconnecting carriers.

The initial request was filed June 26 in most of the states in Qwest's service territory.

In Washington, several pre-hearing conferences have been held. Intervenors include Time Warner Telecom of Washington, XO Communications Services, and Integra Telecom. Comments were filed October 5, 2007. The original petition was converted to a six-month review proceeding on October 25, 2007, and a new schedule was published November 19, 2007.

A final issues list will be filed December 21, 2007. Settlement conferences will be held in January, 2008. A round of comments and legal arguments is expected to be complete by March 10, 2008, with a Commission order as soon as possible after that.
