The WUTC adopted an interpretive and policy statement on November 30, 1999 that establishes guidelines for local exchange companies to use in negotiating interconnection agreements that combine arrangements from more than one existing agreement. The Federal Communications Commission allows companies to "pick and choose" provisions from multiple agreements.

The WUTC issued a request for comments on whether to convert the guidelines into agency rules. A workshop was held December 16, 1999.
