Between 2003 and 2006, the UTC participated in the NARUC international partnership program by engaging in discussions with the energy regulators of the Kyrgyz Republic. For details of the discussions please visit the NARUC website.

In August of 1996 the WUTC hosted the Kyrgyz visit to Olympia, Washington. Funding for the 2003 UTC trip is provided by USAID, an "independent government agency that conducts foreign assistance and humanitarian aid to advance the political and economic interests of the United States."
