OLYMPIA, Wash. -- On September 24, 2001, the Washington Utilities and Transportation Commission approved a 25 percent temporary electricity surcharge for Avista Utilities. The surcharge will begin Oct. 1 and run for 15 months.
The company had requested a 36.9 percent increase for 27 months.

In approving the emergency rate relief, the UTC said Avista had demonstrated the need for a rate increase due to extraordinary wholesale power costs and the worst hydroelectric conditions on record.
The 25 percent rate surcharge, partially offset by a 7.7 percent credit resulting from an agreement with Bonneville Power Administration, means Avista residential bills will increase an average of $7.85 a month (based on 1,000 kilowatt hours of use).
The rates ordered today are subject to refund based on the outcome of a full financial review of the company's management decisions and costs.
