public safety > Pipeline Safety > Williams -- Capacity Replacement Project Williams’ Northwest Pipeline completed in December 2006 its capacity replacement project in the state of Washington and the sections are in serve. Completion of the project marks the culmination of work which initially began in 2003. The capacity replacement project involved abandoning 268 miles of 26-inch pipeline between Sumas and Washougal, Wash., and the construction of approximately 80 miles of 36-inch pipeline in four sections along the same pipeline corridor. Northwest also modified five existing compressor stations to create an additional 10,760 net horsepower. The capacity replacement project has substantially replaced the approximately 360,000 dekatherms per day of capacity previously provided by the 26-inch pipeline.
Earlier webpage outline the process for FERC permission: The Federal Energy Regulatory Commission (FERC) has granted Williams Northwest permission to abandon 268 miles of 26 inch diameter pipe between Sumas and Washougal and issued the company a certificate to construct and operate an approximately 80 mile 36-inch diameter pipe along the same right of way. The state Department of Ecology also has issued a key approval for the new pipeline project. The company has been given permission to proceed with horizontal directional drills of the North Nooksack, North Fork Stillaguamish, and the South Fork of the Stillaguamish rivers, provided the company operates in accordance with environmental conditions required by the FERC order. The new pipeline, which will extend in four separate sections, is intended to replace the capacity of a 26-inch natural gas pipeline that is operating under federal Office of Pipeline Safety corrective action order.
